Virginia's legislative audit agency, quoting companies directly, reports that one data center building takes about 12 to 18 months and carries roughly 1,500 workers on site at peak, drawn from site development, earthwork, steel, concrete, electrical and mechanical trades. A full campus can take five or more years. Meta reports 1,200 skilled trade workers at peak in New Albany, Ohio, and Vantage reports over 1,500 people across construction and operations at its 192 megawatt campus in the same town.

That headcount arrives on ground with nothing standing on it. The office trailer is usually one of the first things placed, because the superintendent, the project engineer, the quality manager and the owner's representative all start working before there is a slab. Shuttle companies serving these campuses publish routes that stop at the main gate, the trailer compound and the laydown yard, which tells you the trailer compound is already standard site logistics here.

Phased occupancy makes the need last longer than people expect. Four buildings can be live and handling traffic while four more are still shells, so the same address is an operating facility and an active jobsite at once, for years. Greenfield to service commonly takes 30 to 66 months. A rented office matches that curve better than a permanent building nobody can occupy yet.

There is also a commissioning window that pushes people indoors before the building works. The ASHRAE recommended envelope of 64 to 81 degrees and 8 to 60 percent relative humidity has to be held before equipment lands, and permanent cooling cannot run reliably at partial construction load. Coordination decisions get made in front of the condition, not thirty minutes away downtown. Sequencing the next two weeks. Working a request for information with the design team. Redlining a set. Checking a shop drawing against the issued for construction documents. Running a pull plan with the trade foremen. That work needs a wall, and 24 linear feet of magnetic whiteboard is the only surface big enough to hang a plan set and mark it up with eight people in the room.

Inspections are the other half of the day. Under Chapter 17 of the International Building Code, special inspections are classed as continuous or periodic. Continuous means the inspector is physically present for the full duration of that work. Periodic means the inspector shows up at defined intervals or milestones. Either way the inspector has to write it up, and those reports get produced somewhere with power and a door.

On a busy week that is not one visitor. It is the building official's inspector, the third party testing agency, the owner's commissioning agent, the fire marshal and the special inspector, sometimes on the same afternoon. Handing each of them a tailgate and a clipboard costs schedule. Handing them a desk, a screen and a working connection does not.

Starlink Wi-Fi comes built into the unit, which matters most where cell coverage is thin: greenfield campuses, corridor work between towns, remote solar and wind sites, and secure areas where nobody can get a circuit pulled in time. The 32 inch TV earns its keep the first time a model walkthrough goes up on a screen everybody can see.

A linear job has no fixed address. A widening alignment shifts a few thousand feet a week, and an office parked at the far end of a 20 mile project stops being useful the moment the paving train gets past it. That is the situation the federal proposal describes when it says that for mobile work sites such as road construction or utility work, the employer would be expected to relocate the break area as needed. Dual axle and electric brakes mean the unit moves with the work.

Turnarounds compress the same problem into weeks. A process unit comes offline on a planned schedule so it can be opened, inspected, re catalyzed and repaired, and site headcount multiplies before collapsing back. ExxonMobil planned first quarter 2026 turnarounds at its two largest Gulf Coast refineries, including the 180,000 barrel per day Crude Unit A at Beaumont. Fall is another heavy season, with plants competing for the same limited pool of skilled craft.

Night shift is its own sale. Rio Grande LNG at Brownsville has sought approval to run construction around the clock through completion in 2027, and more than 6,000 workers were already on site as of July 2026. Highway reconstruction runs nights to keep lanes open. Shift handover is a paperwork event: permits change hands, the day's issues get written down, and the incoming superintendent gets briefed somewhere with light and heat.

Emergency work uses the same box under a different name. FEMA defines an incident command post as the field location where the primary functions of incident command are performed, sited at or near the incident. That means room for command staff, a wall for the incident action plan and status boards, power, connectivity and climate control. Delivery reaches all 50 states, and emergency, disaster and long term work is nationwide rather than regional.

Using the 1991 to 2020 climate normals, Phoenix averages 111 days a year at or above 100 degrees and 21 days at or above 110. Brownsville averages 123 days at or above 90, Austin 111, Houston 102 and Dallas Fort Worth 95. Out on the desert corridor, Blythe and El Centro both average about 173 days at or above 90. Savannah averages 70 and Memphis 64. Those are averages, not heat waves.

Humidity is where the thermometer lies. Computed from hourly temperature and dew point observations for 2015 through 2025, the daily maximum heat index reaches 90 degrees on about 199 days a year at Brownsville, 177 at Corpus Christi, 142 at Houston and 119 at Dallas Fort Worth. Houston clears a 100 degree heat index on roughly 80 days while the air temperature reaches 100 on about seven. Gulf summer dew points run 74 to 76 degrees, and evaporative cooling has almost no room to work in air that wet.

Then the calendar turns. Average days at or below freezing run 200 at Burns in eastern Oregon, 156 at Denver, 148 at Yakima, 117 at Spokane, 104 at Cleveland, 103 at Dulles and 98 at Columbus. That is why the 24,000 BTU mini split provides heat as well as cooling, and why two 1,500 watt backup heaters ride along. A crew standing in a January wind in Ohio wants the same unit the Phoenix crew wanted in July.

The money in nonresidential construction is concentrating into a small number of very large, very remote, very long jobs. Data center construction spending rose about 46 percent year over year in mid 2026 while private nonresidential spending outside data centers fell almost 8 percent. What the federal proposal actually says

How a conditioned trailer fits the federal heat proposal and state rules

Federal OSHA published a proposed heat rule on August 30, 2024, and it names this product category in its own words. Break areas, the proposal says, must have artificial or natural shade, or be an air conditioned space, giving trailers, vehicles and structures as the examples. The proposed regulatory text is sharper: a break area may have shade open to the outside air, or air conditioning if it sits in an enclosed space like a trailer, vehicle or structure. OSHA then draws the line plainly, writing that a pop up canopy with one enclosed side would comply as a shade structure while a closed trailer having four sides and a roof would not. That settles the common objection, because an enclosed trailer counts once it is air conditioned. The proposed triggers are a heat index of 80 degrees initially and 90 degrees for high heat, and the Department of Labor has said it intends to finalize the rule, so plan against it rather than around it.

Enforcement is already running under the General Duty Clause and a National Emphasis Program on heat, directive CPL 03-00-024, effective April 10, 2026 and set to run as long as five years across 55 targeted industries and both indoor and outdoor settings. Programmed inspections happen on days the National Weather Service issues a heat advisory or warning, and a heat priority day is defined as one where the heat index is expected to reach 80 degrees or more. The detail worth knowing sits in Appendix J, which tells the compliance officer to record the dry bulb temperature at the workplace and in the shaded rest area. Appendix I then grades the program on eleven questions, two of which ask whether there were scheduled rest breaks and whether there was access to a shaded area.

Several states go further, and where they do, a conditioned unit is what their own regulators reach for. Washington's Department of Labor and Industries publishes the compliance form employers fill in, and its worked example reads that when possible we will provide portable air conditioned trailers, with canopies and misting stations as the fallback. Washington also treats an unconditioned shed, tent or vehicle cab as an outdoor environment unless engineering controls manage the temperature. Oregon exempts structures with mechanical ventilation that keeps the heat index below 80 degrees, and above a 105 degree heat index its schedule owes a crew 40 paid minutes of rest every hour. California requires indoor cool down areas to stay below 82 degrees at all times while employees are present, a number no canopy can hold. Nevada's written program must include the provision of means of cooling for employees. Virginia's 2026 statute directs its Safety and Health Codes Board to adopt standards covering access to shade or climate controlled environments when practicable, due no later than May 1, 2028.

Does an air conditioned trailer count as a compliant break area under the federal heat proposal?

Under the rule OSHA has proposed, a break area must have artificial or natural shade, or be an air conditioned space, and the proposal names trailers, vehicles and structures as its examples. The proposed text allows air conditioning if the break area sits in an enclosed space like a trailer. OSHA also states that a closed trailer with four sides and a roof would not qualify as a shade structure, which is the part most people miss: the conditioning is what makes an enclosed unit count. The rule is proposed rather than final, so treat this as planning guidance.

What is federal OSHA enforcing on heat right now?

Enforcement works through the General Duty Clause, Section 5(a)(1) of the OSH Act, which requires employers to furnish a workplace free from recognized hazards likely to cause death or serious physical harm. On top of that, OSHA issued a National Emphasis Program on heat, directive CPL 03-00-024, effective April 10, 2026 and set to run as long as five years. Can the office move as the job moves?

Yes, and on corridor work it should. The unit is a 24 foot dual axle trailer with electric brakes, so relocating it is a scheduling item rather than a project. The federal proposal anticipates exactly this, stating that for mobile work sites such as road construction or utility work, the employer would be expected to relocate the break area as needed so it stays readily accessible to employees.

How close to the crew does it need to sit?

Close enough that people actually use it. The proposed federal rule says a break area requiring more than a few minutes to reach is not reasonably accessible, and that travel time to it must be paid. On a large campus or a long corridor that math usually argues for placing the unit inside the working area rather than at the front gate, and sometimes for a second unit rather than a longer walk.

How long do most rentals run?

Long enough to match the work, which varies a lot. One data center building takes about 12 to 18 months and a campus can take five years or more. An LNG train or a chip fab runs for years. A refinery turnaround runs weeks. An event build might be three months. We write the term around your schedule and can add units for a peak, then pull them afterward.

What the proposed federal heat rule actually says about air conditioned break areas

On August 30, 2024, federal OSHA published a Notice of Proposed Rulemaking titled Heat Injury and Illness Prevention in Outdoor and Indoor Work Settings, at 89 FR 70698, under Docket OSHA-2021-0009. Comments closed in January 2025, an informal public hearing ran from June 16 to July 2, 2025, and the post hearing comment period closed on October 30, 2025. The proposal is not final. The Department of Labor's 2026 regulatory plan states that OSHA intends to finalize the standard while addressing the burden concerns commenters raised. Everything below describes what has been proposed, not what is currently required.

The part that matters most to anyone renting equipment is the break area language, because it names this product category directly. For outdoor work sites, the proposal says, OSHA would require employers to provide a break area that is readily accessible to the work area, able to accommodate the number of employees on break, and equipped with artificial or natural shade, or air conditioning, giving trailers, vehicles and structures as the parenthetical examples. For indoor sites the same passage says the space must be air conditioned or have increased air movement and, if appropriate, dehumidification.

The proposed regulatory text is more specific than the preamble. It offers two ways to satisfy the requirement: artificial shade such as a tent or pavilion, or natural shade such as trees, but not shade from equipment, that blocks direct sunlight and is open to the outside air; or air conditioning, if the break area is in an enclosed space like a trailer, vehicle or structure. OSHA's own explanation then draws the boundary with an example contractors ask about constantly. A pop up canopy with one enclosed side would comply with the provisions for a shade structure, the agency writes, however a closed trailer having four sides and a roof would not.

That sentence is easy to mistake for bad news. It is not saying trailers fail. It is saying an enclosed trailer cannot pass as shade, and that the way an enclosed trailer qualifies is by being air conditioned. The unconditioned storage box already parked on many jobs would not satisfy the proposal. Washington reached the same conclusion independently in its own rule, which treats sheds, tents and vehicle cabs as outdoor environments unless engineering controls manage the temperature.

The proposal also addresses jobs that move. For mobile work sites, such as in road construction or utility work, the employer would be expected to relocate the break area as needed to keep it readily accessible, or to ensure each work site has its own. It adds that a break area requiring more than a few minutes to reach would not be considered reasonably accessible, and that travel time to it must be paid. Read together, those provisions argue for putting the space inside the work area and moving it with the alignment.

Two numbers anchor the rest. The initial heat trigger is a heat index of 80 degrees Fahrenheit. The high heat trigger is a heat index of 90 degrees. OSHA estimates roughly 36 million workers, about one third of US full time workers, sit inside the exposure population it discusses, and in its own cost analysis it assumed employers without an existing break area would use a 12 by 12 foot tent.

One more line helps when someone asks whether this is unusual. When small entity representatives were polled about the engineering controls they use for outdoor heat exposure, two thirds of the 30 respondents reported using an air conditioned space. OSHA also states plainly that where electricity is available, trailers with air conditioning can be used as cool down areas for rest breaks.

The planning takeaway is simple. The proposal describes a conditioned, enclosed, movable space, reachable within a couple of minutes, sized for the people on break, with power available. Designing around that description costs nothing today. Read the source documents yourself, and treat any vendor summary, this one included, as a starting point rather than legal advice.

Placing a site office on a large campus build without losing an hour a day to walking

On a single building job, one office at the gate works. On a campus, it stops working the first time a foundation goes in a quarter mile away. The cost is invisible because it never appears as a line item: four minutes each way, a dozen times a day, across a dozen people, for a year. Where the office sits deserves the same attention as where the crane sits.

Start from the headcount curve rather than the site plan. Virginia's legislative audit agency, quoting data center companies, reports roughly 1,500 workers on site at peak for one building, 12 to 18 months per building, and five or more years for a full campus. Meta reports 1,200 skilled trade workers at peak in Ohio. Vantage reports over 1,500 across construction and operations on its Ohio campus. Those peaks do not line up neatly, so the center of gravity of your workforce moves several times over the job.

Temporary facilities are already a code driven part of that plan, which makes the office easier to argue for than people expect. OSHA's construction sanitation standard, 29 CFR 1926.51, requires an adequate supply of potable water in all places of employment, requires containers to be tightly closed and dispensed through a tap, and prohibits the common drinking cup. Toilet facilities scale with headcount: one toilet for 20 or fewer employees, one toilet seat and one urinal per 40 workers at 20 or more, and per 50 workers once you pass 200. Nobody argues about budgeting those.

The second input is power. A 240 volt, 50 amp shore cord is a standard temporary connection, so placement is usually a question of how far the temp panel can reasonably reach. Where the panel and the workforce disagree, extending the feeder is often cheaper than accepting the walk. Get your electrical subcontractor into that conversation before the first placement rather than after the first complaint.

The third input is the commissioning window, and it is the one most often missed. For data centers the ASHRAE recommended envelope of 64 to 81 degrees and 8 to 60 percent relative humidity has to be held before equipment lands, and permanent cooling cannot run reliably at partial construction load. So there is a stretch, sometimes months long, when the shell is closed, equipment is inbound, the permanent systems are not trustworthy, and a commissioning agent needs somewhere stable to work.

Fourth, plan for visitors, because they arrive in clusters. A large job can see the building official's inspector, a third party testing agency, the owner's commissioning agent, the fire marshal and a special inspector in the same week. Each produces paperwork and each works faster with a desk, a screen and a connection. Inspection closeout sits on the critical path more often than schedules admit.

Fifth, decide early whether you are adding units or moving one. Moving suits linear work, where the alignment shifts steadily and the crew travels as one body. Adding suits campus work, where two or three concentrations of people exist at once and none is going away. The units are dual axle with electric brakes, so either approach is a scheduling question rather than an engineering one.

Finally, write the placement into the site logistics plan the same way you write the laydown yard and the gate. Shuttle companies serving hyperscale campuses already publish routes stopping at the main gate, the trailer compound and the laydown yard, which tells you the trailer compound is an expected element on jobs this size. Treating it as one from day one is the whole difference between an office people use and an office people drive past.

Special inspections, commissioning and why the paperwork needs a desk on site

Inspection is not a visit. It is a documented process with a defined presence requirement, a written product and a place in the permit record, and on a modern commercial job it happens continuously for months. Understanding how the code frames it explains why a site office is a working necessity rather than a comfort item.

Chapter 17 of the International Building Code governs special inspections and tests, and it divides them into two classes. Continuous special inspection means the special inspector is physically present in the area where the work is being performed for the full duration of that work. Periodic special inspection means the inspector is present at defined intervals or milestones. The code gives worked examples for wood framing: continuous inspection during field gluing of elements of the main windforce resisting system, periodic inspection for nailing, bolting, anchoring and other fastening of those elements.

The practical consequence is that a continuous special inspector is on the job for the entire pour, weld sequence or bolt up, and then has to produce a record of it. Special inspection reports, non conformance reports and the final statement of special inspections are all documents. They need a surface, power, a connection and shelter that is not a truck cab. On a job with concurrent structural, mechanical and electrical special inspections, that is several people daily.

Layer on the other inspection traffic. The authority having jurisdiction sends its own inspector for permitted work. The owner sends a representative. A third party laboratory handles materials testing. The fire marshal signs off on life safety systems. The commissioning agent runs functional performance tests and documents results. Each has a different reporting chain and a different form, and every one of those forms is a schedule risk if it sits unwritten in a truck for two days.

Commissioning deserves separate attention because of its temperature problem. For data center work, the ASHRAE recommended envelope of 64 to 81 degrees and 8 to 60 percent relative humidity has to be established and held before equipment arrives, and the permanent cooling plant generally cannot run reliably at partial construction load. Temporary conditioning becomes its own scope, and the people running functional tests are working inside a closed shell whose systems are not yet dependable.

There is a communications dimension too. Findings have to reach the design team, the trade contractor and the owner, usually the same day and usually with photographs. Sites with poor connectivity accumulate undocumented findings, and that backlog turns into rework discovered late. Built in satellite Wi-Fi removes the excuse on greenfield campuses and corridor work, which are exactly the places where cell coverage tends to be thin.

The whiteboard matters here as much as the desk. Twenty four linear feet of magnetic wall holds a full plan set alongside an inspection log and a two week look ahead, and magnetic mounting means drawings go up and come down without tape residue or wall damage. When an inspector, a foreman and a project engineer are looking at the same marked up sheet, disagreements resolve in five minutes instead of three emails.

None of this argues for a permanent building. It argues for a conditioned, connected, well lit room with a desk and a wall, close to the work, for exactly as long as the inspection and commissioning phases last. That is a rental shaped problem. Standing up an incident command post when the buildings are dark

Emergency response has a vocabulary problem in the rental world. What a contractor calls a site office, an emergency manager calls an incident command post, and the physical requirements turn out to be nearly identical. Knowing the formal definition helps both sides ask for the right thing quickly, which matters most on the day it matters at all.

FEMA's glossary of Incident Command System terms defines an incident command post as the field location where the primary functions of incident command are performed. It is typically located at or in the immediate vicinity of the incident site, and it is the focus for direct, on scene control of tactical operations. Under the National Incident Management System, that post is where the incident commander works alongside command and general staff, where the incident action plan is built for each operational period, and where status information is posted and kept current.

Translate that into hardware and the list is short. A location close to the incident. Room for several people to work at once. A wall for maps, status boards and the incident action plan. Power, connectivity, lighting and climate control, because operational periods run through the night and through whatever weather caused the incident. Somewhere for relieved personnel to sit. A 24 foot unit with two built in desks, 24 feet of magnetic whiteboard, a 32 inch screen, satellite Wi-Fi and a mini split that both heats and cools maps onto that list almost line for line.

The reason a mobile version matters is that emergencies tend to disable exactly the buildings a response would otherwise use. Roofs come off. Power goes down. Access roads wash out or fill with debris. A county emergency operations center that is itself damaged cannot host the field command function, and a command function operating out of vehicles loses the shared wall and shared screen that keep everybody working from the same picture.

Weather emergencies also arrive faster and hotter than planning assumptions. Washington's June 2021 heat dome is the clearest example on record. Across Sea-Tac's entire 82 year record there have been only five days at or above 100 degrees, and three of them fell inside one 72 hour stretch on June 26, 27 and 28 of 2021. Sea-Tac reached 108 degrees on June 28 against a prior record of 103, and every station checked set an all time record in that single event, including Spokane in a record running back to 1881. The Washington Department of Health reported 100 heat related deaths between June 26 and July 2.

Long duration events change the requirement again. Debris removal, utility restoration, flood recovery and public assistance documentation run for weeks or months after the coverage ends, and staff rotate through in shifts. That is when heat and air conditioning both matter, when the refrigerator and microwave stop being conveniences, and when a real door and real windows start to affect whether people can keep working.

Utilities face a version of this on their own schedule. Mutual aid crews arrive from out of state, unfamiliar with the territory, needing briefings, maps and assignments before they roll. A conditioned space with a large wall and a screen is where that briefing goes well. Doing it in a parking lot at four in the morning works exactly once.

Planning ahead is the easy part. Decide now where a unit would stage, what power would serve it, and who has authority to make the call. Delivery reaches all 50 states and emergency work is handled nationwide rather than inside a service radius, so the constraint is usually the decision, not the distance. Agencies should check their own requirements against their emergency operations plan and NIMS documentation rather than any vendor description, this one included.
