How a Texas Building Project Gets Reviewed, Inspected, and Signed Off

Contractors moving into Texas from another state are often surprised by how many separate reviewers touch a single building. The municipal permit track is only the first one. Depending on the project's cost and its location, a Texas job can draw a state accessibility review, a state windstorm inspection sequence, a third party reviewer brought in under state law, and an owner side design review, all running at the same time on the same drawings.
The accessibility layer is the one that catches the most people out. Texas administers its own Elimination of Architectural Barriers program through the Texas Department of Licensing and Regulation under Government Code Chapter 469. The department's guidance is direct about the threshold. A project with a total estimated construction cost of 50,000 dollars or more has to be submitted for registration and review, and the department states that projects under that amount are still required to comply with the Texas Accessibility Standards even though they do not register.
What makes this a site office issue rather than a home office issue is who does the work and when. The review and the inspection are performed by a Registered Accessibility Specialist, a separate licensed professional hired by the building owner, who files findings with both the owner and the department. That is a plan review cycle before construction and a physical inspection afterward, on top of anything the city requires.
The deadlines sit right on top of closeout. Department rules call for an inspection to be requested within 30 days after construction is complete, and Government Code 469.105(a) makes it a violation to leave a project uninspected more than a year after completion. Anyone who has closed out a large job knows that the last 30 days are the busiest ones, which is exactly when somebody has to be tracking a separate state deadline.
On the coast there is another sequence entirely. The Texas Department of Insurance runs a windstorm inspection program across 14 first tier coastal counties plus the part of Harris County east of State Highway 146. Ongoing construction is documented on form WPI-8 by a department appointed licensed professional engineer or a department windstorm inspector, with visits tied to the structural sequence rather than to the end of the job. From April 1, 2026, certificate of compliance applications are certified to the 2024 International Residential Code or the 2024 International Building Code.
Add the owner's own review process and it is common for four different parties to be marking up versions of the same document set in the same month. That is the practical reason a Texas site office needs a screen big enough for two people to read at once, a connection fast enough to pull the current model, and a table somebody can spread a plan set across. A laptop in a truck cab does not do that work.
None of this is a reason to be intimidated by building in Texas. It is a reason to staff the paperwork properly and to give the people doing it somewhere real to sit. Teams that treat the site office as a working room, rather than as storage with a desk in it, close out faster and spend less time chasing signatures.

The Permitting Clock Texas Handed Contractors in 2023
One of the more consequential Texas construction laws of the last few years has almost nothing to do with how a building is built and everything to do with how fast it gets reviewed. House Bill 14, passed by the 88th Legislature, changed what happens when a city or county sits on a permit application.
The bill's caption, in the Legislature's own language, is relating to third party review of plats and property development plans, permits, and similar documents, and the inspection of an improvement related to such a document. It was authored by Representative Cody Harris, passed the House on April 13, 2023 and the Senate on May 23, was signed on June 12, and took effect September 1, 2023. It added a new Chapter 247 to the Local Government Code.
The mechanism is simple. If the regulatory authority does not act within the period the law prescribes, the applicant can hire a qualified third party to finish the review or the inspection, and that third party's approval is binding on the local government. As widely reported, the trigger is a 15 day overrun of the prescribed deadline. A qualified third party is a licensed engineer, or, for building inspections, someone certified by the International Code Council.
There are two protections that make it usable in practice. The regulatory authority cannot charge additional fees for the third party review or inspection, and an applicant cannot be required to waive the chapter's deadlines or procedures as a condition of anything. Without those two provisions the remedy would be easy to negotiate away, either through a fee that made it uneconomic or through a waiver buried in an application packet.
For a project team, this changes what the site office is for. A schedule remedy is only worth having if somebody can prove the dates. That means tracking every submission, every acknowledgment, every request for additional information and every inspection request, with the file kept somewhere the team can actually reach it. On a job with several regulatory authorities along its length, which is normal on a corridor program, that is a daily task rather than a monthly one, and it is the kind of task that quietly slips when the person responsible is working out of a truck.
It also changes the conversation with the owner. A general contractor who can show exactly where each review sits, and how many days are left on each clock, is in a much stronger position at the monthly meeting than one who is waiting for the city to call back. That documentation habit is easier to keep when the person doing it has a desk, a screen and a connection rather than a folding chair.
Worth saying plainly: this is a remedy, not a shortcut. Nothing about Chapter 247 lets a project skip review, lower a standard or avoid an inspection. It only puts a limit on how long an unresponsive authority can hold a file without consequence, and it puts the burden of proving the delay on the applicant. Most Texas jurisdictions meet their deadlines most of the time, and the chapter exists for the times they do not.

Getting a Texas Jobsite Online Before the Utilities Arrive

Every project team has had the same first week. The pad is graded, the trailer is set, and there is no internet, no permanent power, and no realistic date for either. On a Texas job that first week can stretch into a first quarter, because the sites where the biggest work is happening are frequently the sites furthest from any commercial service address.
The state has documented the gap in detail. The Texas Broadband Development Office, housed at the Comptroller's office, had its final federal broadband proposal approved on November 20, 2025, releasing roughly 1.3 billion dollars to close the state's remaining coverage gaps. The plan funds connections for about 243,000 unserved and underserved homes, businesses and community anchor institutions across the state.
The technology split is the part worth reading closely. Roughly 123,000 of those locations are planned for end to end fiber, about 54,000 for fixed wireless, and about 65,000 for low earth orbit satellite service. In other words, the state's own plan concluded that for tens of thousands of Texas locations, running cable is not the answer, and satellite is. Awardees have four years to complete installations, so the fiber that is coming is not coming this quarter.
A construction site sits at the far end of that distribution. It is temporary by definition, so no provider is going to trench to it, and it is often on land that had no address at all a year ago. A campus program in Shackelford County, a gathering line in the Permian, a wind lease outside Amarillo and a plant expansion in Jefferson County all share the same profile. Texas has 254 counties, more than any other state, and a great deal of the current construction activity is happening in the ones with the fewest served addresses.

There is a second order effect worth naming. When the office has a real connection, work stops migrating back to the home office. Reviews happen where the work is, questions get answered by the person who can walk out and look at the condition, and the coordination meeting happens on site instead of on a call. That is the actual productivity argument for a site office, and it collapses entirely if the connection is unreliable. Teams that start a job on a weak connection tend to build habits around it, and those habits are hard to undo later even after service improves.
None of this is a claim about any particular provider's performance on any particular site. Terrain, obstructions and sky view all matter, and any team planning a remote deployment should confirm coverage before mobilization rather than after.
The Texas Comptroller publishes the state broadband plan, the award details and the location counts, and it is the clearest public picture available of which parts of Texas are getting cable and which are not. It is also updated as awards are finalized, which makes it more current than most third party coverage.

Running a Site Office Across a Multi Year Texas Campus Build
A campus program is not a bigger version of a building project. It is a different kind of job, and the thing that trips up teams new to it is that the site never settles into one configuration. Buildings come online while others are in structure, laydown areas move, gates change, and the center of gravity of the work shifts every few months.
Texas is currently home to several of these at once. The Stargate campus outside Abilene is planned around eight buildings, with four operational as of May 2026 and all eight expected online by the end of the year, and roughly 9,000 craft workers were reported on site daily in August 2026. In Shackelford County, Vantage Data Centers is building a 1,200 acre program with ten single story buildings across 3.7 million square feet, targeted for completion in 2028. On the semiconductor side, Samsung held an equipment move in ceremony at Taylor in April 2026 and Texas Instruments started production at SM1 in Sherman in December 2025.
Phased occupancy is the defining feature. On a campus like these, a general contractor can be running turnover meetings on one building while plan review is still open on another and structure is going up on a third. That means the project team's calendar carries three different kinds of meeting in the same week, and all three want a room with a screen and a whiteboard.
Conditioning is part of the sequence too, not just a comfort question. Before equipment lands in a data hall, conditions have to be held inside the ASHRAE window of 64 to 81 degrees with 8 to 60 percent relative humidity, and permanent building systems generally cannot run reliably at partial construction load. Commissioning agents are therefore on site, working with temporary systems, well before the building is finished.
All of that is why a trailer compound is a standard element of hyperscale site logistics rather than an afterthought. Shuttle plans on these campuses route arriving crews to the main gate, the trailer compound and the laydown yard by name. The office is a fixed destination on the site plan, which means where it sits, and whether it can move when the plan changes, is a real logistics decision.
The practical lesson from teams who have run these jobs is to stop thinking about the field office as a one time mobilization decision. An office placed correctly at groundbreaking is frequently in the wrong place by the second phase, and rebuilding a fixed structure costs more than relocating a towable one. Choosing a unit that can be moved by the same crew that delivered it removes a coordination problem later.
There is a workforce dimension as well. Programs of this size land hard on small Texas cities, and Abilene saw rents rise sharply during the height of its build. That is context, not a sales pitch, but it does explain why anything a contractor can bring to the site ready to use, rather than build locally, is worth more on these jobs than it would be in a large metro.

Reading it alongside a campus construction schedule gives a project team a realistic sense of how long this wave of work is likely to run.
