A turnaround takes a process unit offline on a planned schedule so it can be opened, inspected, re catalyzed and repaired, and the site headcount multiplies for a few weeks before it collapses back. ExxonMobil planned first quarter 2026 turnarounds at its two largest Gulf Coast refineries, including the 180,000 barrel per day Crude Unit A at Beaumont and the 108,000 barrel per day Crude Pipe Still 3 at Baytown. Fall 2026 is another heavy season across Texas and Louisiana, with plants competing for the same limited pool of skilled craft.

Inside a hot unit the weather station reading understates what the crew is actually standing in, because equipment radiates heat on top of ambient air. Then there is the humidity. Summer dew points average 74.7 degrees at Beaumont and Port Arthur and 73.3 at Houston, and the daily maximum heat index at Beaumont and Port Arthur tops 90 degrees on about 140 days a year. Misting fans and swamp coolers work by evaporating water into the air, so when the air is already close to saturated, they mostly make people wet.

Turnaround schedules get measured in hours of critical path, which makes walk time a real cost. A crew spending eight minutes each way to reach a cooled space is burning schedule on every break, and the break itself gets shorter than it looks on paper. We stage the unit at the unit fence line rather than the front gate, cover the night shift the same way, and add a second unit for the peak weeks so you can send it back when the outage ends instead of carrying it all year.

The other turnaround problem is people. Contract craft arrive in waves through the outage, most of them new to that site and many of them travelers who have not worked in Gulf Coast humidity yet. Federal OSHA reports that nearly three out of four fatalities from heat illness happen during a worker's first week. The 24 linear foot magnetic whiteboard wall makes the unit the pre shift meeting space too, which beats a tent that will not stand up in a channel breeze. Round the clock LNG construction in the Rio Grande Valley

Rio Grande LNG sits on roughly 1,000 acres at the Port of Brownsville, and NextDecade puts peak construction at approximately 7,500 construction and trade worker jobs, with more than 6,000 people already on site as of July 2026. Trains 4 and 5 reached final investment decision in September and October of 2025, and the project has sought approval for round the clock construction through completion in 2027. That is a multi year, multi shift craft population working in the hottest sustained conditions in the state.

The numbers on that stretch of coast are unlike anywhere else we deliver. Brownsville crosses the 90 degree heat index mark that the federal government has proposed as its high heat trigger on about 199 days a year, more than half the calendar, and has recorded a 125 degree heat index. Corpus Christi runs 177 days and holds a 125 degree record of its own. Average June through August dew points sit at 75.7 degrees in Brownsville and 75.6 in Corpus Christi.

Night shift is not the cool shift down here. Laredo averages 23.8 nights a year when the low never drops below 80 degrees, Brownsville 13.5, and humidity climbs overnight as the air temperature falls toward the dew point. A three in the morning break under a canopy is a wet, still, 82 degree box. A conditioned unit with real lighting, bench seating, a refrigerator and a microwave is what keeps a night crew finishing the shift the way it started.

The coastal runway is long. Port Arthur LNG anticipates a workforce reaching approximately 5,000 at peak, with Trains 3 and 4 slated for commercial operation in 2030 and 2031. Golden Pass at Sabine Pass shipped its first export cargo on April 22, 2026, and still has two more trains to build. Texas counted 282 active rigs as of August 28, 2026, an eighteen month high, with 267 of them in the Permian Basin and 50 in the Eagle Ford. The state produced about 5.80 million barrels of crude a day in May 2026, and mining and logging employment stands at 212,400. That work happens on open ground, on a rotation, a long way from anything with a thermostat.

West Texas is a dry heat argument rather than a humidity one. Midland averages 101.4 days a year at or above 90 degrees and 14.9 at or above 100, and in dry air the thermometer and the heat index land close together, so the raw temperature tells the story straight. What the temperature does not capture is the ground. A pad, a compressor station or a frac spread sits on open caliche with radiant heat coming off steel and sand, and the closest air conditioning is usually a truck cab with the engine running.

The same unit earns its place in January. Midland records 58.2 freeze days a year, and a West Texas norther can shut a crew down as fast as August can. The 24,000 BTU mini split runs heat as well as cooling, and two 1,500 watt backup heaters sit behind it, which turns a summer rental into a year round piece of site equipment rather than a seasonal one.

Getting it out there is the easy part. The unit tows on a dual axle with electric brakes and runs on a 240 volt 50 amp shore cord, so it takes either a temporary power pole or a site generator, and we settle that on the first call. Recovery, not just shade

Why a Texas crew shows up already carrying yesterday's heat

Heat strain is cumulative across days, and the body does most of its recovery overnight. On the Texas coast that recovery gets cut short. Laredo averages 23.8 nights a year when the low never drops below 80 degrees, Brownsville 13.5, Dallas Fort Worth 12.5, Corpus Christi 7.0 and Houston 6.0. A worker who sleeps in that, then works a second and third day of the same heat event, is starting each shift further behind than the last. That is why crews go down on day three rather than during the hottest hour of day one.

The second reason is humidity, and it is pure physics. Average June through August dew points run 75.6 degrees at Corpus Christi, 75.7 at Brownsville, 74.7 at Beaumont and Port Arthur and 73.3 at Houston, against 68.3 up at Dallas. Misting fans, swamp coolers and wet towels all cool by evaporating water into the air, and evaporation slows to almost nothing when the air is already near saturation. A refrigerated coil works the opposite way, condensing moisture out of the air instead of adding to it, which is why it keeps working on the days the fans quit.

The last piece is variance. In 2023 Austin's Camp Mabry station logged 80 days at or above 100 degrees, including a 45 day run from July 8 to August 21. The 2024 and 2025 summers were markedly milder across most of the state, and Dallas Fort Worth's record of 71 days at or above 100 still stands from 2011. A contractor cannot schedule around a summer nobody can forecast, and the whole cost of being caught out lands inside one season.

Federal heat enforcement already reaches every Texas job site

OSHA puts it plainly on its own State Plans page: Texas is under federal OSHA jurisdiction, which covers most private sector workers within the state. The citation vehicle is the General Duty Clause, Section 5(a)(1) of the OSH Act of 1970, which requires every employer to furnish a place of employment free from recognized hazards that are causing or are likely to cause death or serious physical harm. Heat is a recognized hazard, and that is the whole mechanism. A Texas contractor answers to federal compliance officers directly.

That enforcement was just renewed and widened. On April 10, 2026, OSHA issued an updated National Emphasis Program on outdoor and indoor heat related hazards, directive CPL 03-00-024, effective through April 10, 2031. It reaches 55 high hazard industries, 33 carried forward from the 2022 program plus 22 newly added, and it covers indoor and outdoor settings alike. The directive tells compliance officers to run random heat focused inspections on days when the National Weather Service issues a heat advisory or warning, which in Texas is most of the summer.

The rule OSHA has proposed would go further, and it names this product category outright. Break areas would need artificial or natural shade, or air conditioning if the space is enclosed like a trailer, vehicle or structure, and OSHA wrote that a pop up canopy with one enclosed side would qualify as a shade structure while a closed trailer having four sides and a roof would not. In other words, an unconditioned box fails and an air conditioned one is the example OSHA chose. Two thirds of the small entity representatives OSHA polled already use an air conditioned space as their engineering control, which is what experienced Texas contractors have been doing on their own: a written heat illness prevention plan, an acclimatization ramp for new craft, triggers built on heat index rather than air temperature, and a cooled space parked at the work face.

What does the trailer need for power on a Texas site?

Does air conditioning really cool a worker down faster than shade?

The purpose of a break is to bring core temperature and heart rate back down, not just to get someone out of direct sun. California wrote that test into its own definition of shade, noting that shade is not adequate when the heat in the shaded area defeats the purpose of allowing the body to cool. Shade over hot asphalt in still, humid air fails that test. Refrigerated air in an insulated, enclosed space passes it, which is why it is the control that works.

Why do misting fans stop working on the Texas coast?

Misting fans, swamp coolers and wet towels all cool by evaporating water into the air. Evaporation slows down as the air approaches saturation, and Gulf Coast summer dew points average between 73 and 76 degrees, so there is very little capacity left for more moisture. At that point a mister mostly makes people wet. A refrigerated coil does the opposite job, condensing water out of the air, so it keeps working on exactly the days the fans quit.

What is the heat National Emphasis Program, and does it apply in Texas?

It applies directly, because Texas falls under federal OSHA jurisdiction for most private sector workers rather than under a state plan. Most heat programs are written around time. A crew gets a break every so often for so many minutes, somebody signs a sheet, and the day moves on. The trouble is that time is only half of the equation. What matters physiologically is whether core temperature and heart rate actually come back down during that window, and whether they come down far enough that the worker starts the next hour with margin instead of a deficit.

A body sheds heat four ways: radiation, conduction, convection and evaporation. Standing under a canopy over hot asphalt cuts the radiant load from direct sun, which is real, but it does very little for the other three. The asphalt is still radiating upward. The air is still the same temperature. If the air is not moving, convection contributes almost nothing. And on a humid Texas afternoon, evaporation, the body's main tool, is already working at a fraction of its capacity.

California put the principle in writing when it defined shade for its own outdoor standard. Shade is not adequate, the rule says, when heat in the area of shade defeats the purpose of shade, which is to allow the body to cool. It illustrates the idea with a parked car: a car sitting in the sun is not acceptable shade for the person inside it unless the car is running with air conditioning. Texas contractors are not bound by that rule, but the physics behind it does not stop at the state line.

Run the same test on your own site. Stand in the break area at two in the afternoon in August with a thermometer. If the air inside that space is within a couple of degrees of the air outside it, the space is not doing the job the break is supposed to do. It is a place to sit, and there is value in sitting, but it is not a cool down area in any meaningful sense.

This is where refrigerated air separates itself from every other control on a job site. An enclosed, insulated space with a mini split is not making the air feel cooler, it is actually removing heat and moisture from it. Lower air temperature widens the gradient the body sheds heat across. Lower humidity restarts evaporation from the skin. Both mechanisms come back online at the same time, which is why recovery inside a conditioned trailer happens on a timescale a fifteen minute break can accommodate.

There is a second effect worth understanding. Sweat rate does not shut off the moment a worker steps into cooler air, so a few minutes inside is also when rehydration actually catches up. A worker who takes a break in conditions barely different from the work area tends to keep sweating at close to the same rate, which means the fluid deficit keeps growing through the break instead of closing.

None of this argues for longer breaks. It argues for better ones. A superintendent who moves the crew from a canopy to a conditioned space is not adding paid time, he is changing what the existing paid time accomplishes. That is the version of this that survives a conversation with a project manager, because it shows up in afternoon productivity rather than in a compliance binder.

The practical test we suggest is simple. Put the cooled space where the work is, not where the parking is. Watch whether the crew uses it voluntarily. Crews are honest about this: they walk to a space that actually cools them and they skip one that does not, no matter what the schedule says.

A turnaround is a scheduling problem that happens to involve steel. A process unit comes offline on a planned date, a large contract craft population arrives, the work happens against a critical path measured in hours, and the unit comes back up. Everything on site exists to serve that sequence, and support facilities that are planned late get placed badly and stay badly placed for the whole outage.

Start with the headcount curve rather than the peak number. Turnaround staffing ramps, plateaus and drops, and the plateau is usually much shorter than people assume when they plan facilities. That shape is an argument for a base unit that covers the whole window plus supplemental units for the plateau weeks, released as soon as the wave passes. Renting to the curve costs less than renting to the peak and it avoids the more common mistake, which is renting to the average and being short exactly when it hurts.

Then place for walk time. The federal rule OSHA has proposed makes the point directly: a break area that takes more than a few minutes to reach is not reasonably accessible, and travel time to the break area has to be paid. Run that math on your own crew size. Eight minutes each way, twice a shift, across a few hundred craft, is a number that gets a project manager's attention faster than any safety argument will.

Placement inside the fence line usually means coordinating with three groups: the scaffold plan, the laydown plan and whoever controls temporary power. The unit needs a 240 volt 50 amp connection, so the practical question is whether it ties to a temporary pole or a site generator. Settle that before the delivery is scheduled. A trailer that arrives before its power does is a trailer sitting warm on the day you needed it most.

Night shift deserves its own decision rather than inheriting the day shift's. An acclimatization ramp is only executable if there is somewhere for a new hire to be during the part of the shift he is not yet working at full intensity.

Finally, plan the exit. Turnaround support equipment has a habit of staying on site long after the unit is back up, because nobody owns the release decision. Put the pickup date in the rental schedule when you set the delivery date. It costs nothing to schedule and it is the easiest line item to forget.

There is a statistic that ought to change how Texas contractors staff the summer, and most crews have never heard it. Federal OSHA reports that nearly three out of four fatalities from heat illness happen during a worker's first week on the job. Not the hottest week. Not the most experienced worker's unlucky day. The first week.

The reason is acclimatization. The human body adapts to working in heat over roughly one to two weeks of repeated exposure. Plasma volume expands, the heart works less hard at the same workload, sweating starts earlier and produces more sweat with less salt in it. An acclimatized worker in 100 degree heat is running a genuinely different physiology than the same worker on his first day, and the gap between them is larger than most people expect.

OSHA's recommended ramp is often called the 20 percent rule. On day one, a new or returning worker works no more than 20 percent of the shift at full intensity in the heat, and the time at full intensity increases by no more than 20 percent each day until he is used to it. It is a simple schedule. Almost nobody runs it, and the reason is usually logistical rather than philosophical.

Ask the obvious follow up question: where is the worker during the other 80 percent of day one? On most Texas sites the honest answer is a truck cab with the engine idling, or standing around in the shade of a conex box looking for something to do. Neither is a plan, and neither is somewhere a superintendent can defend having put a new hire. A ramp that has nowhere to happen is not a ramp, it is a memo, and every superintendent knows the difference between the two by the second week of August.

This is where a conditioned space changes the calculation. A trailer with seating, a refrigerator, a screen and a whiteboard wall turns the ramp into orientation, training, toolbox talks, drawing review and paperwork. The worker is being productive during the part of the shift he is not yet acclimatized to work through, which converts a safety schedule into a normal onboarding schedule that a foreman will actually follow.

Texas makes this more urgent than most states because of who is on site. Turnaround craft arrive in waves through an outage. LNG and data center projects mobilize continuously for years. Travelers come in from cooler states in the middle of August. The second half of the acclimatization story is that it decays. A worker who takes a week of vacation, or comes back from an injury, or moves from a night shift to days, loses part of what he built. Returning workers belong on a shortened version of the same ramp, which is easy to say and only practical if the space exists to support it. Building the shortened return ramp into the same routine costs nothing once the space is already on site.

There is a retention argument sitting underneath the safety one. Crews talk, and the jobs that put a real cooled space on site get a reputation for it fast. In a market where Texas construction employment sits above 920,000 and contractors compete hard for skilled craft, the first week a new hire experiences is also the week he decides whether to come back.

Almost every problem we see on a Texas delivery traces back to one of two things: where the unit was placed, or what it was plugged into. Both are decided days before the truck rolls, and both are easy to get right if somebody asks the questions early. This is the checklist we walk customers through on the first call.

Power comes first. The unit runs on a 240 volt 50 amp shore cord. On a Texas site that is usually a temporary power pole set by the electrical contractor or a site generator that is already running other loads. Either works. What does not work is discovering on delivery day that the nearest connection is 200 feet away and nobody has cord for it, which turns a cold trailer into a warm one for the first 48 hours.

If you are on generator power, size matters less than stability. A mini split is a modest continuous load, but it is a compressor, and compressors dislike voltage sag from other equipment cycling on the same generator. Placement is a walk time decision before it is a logistics decision. The rule OSHA has proposed says a break area needs to be readily accessible and that a space taking more than a few minutes to reach does not qualify, and it adds that travel time to a break area must be paid. That is the argument for placing the unit at the work face rather than in the trailer compound at the front gate, and it is an argument a project manager will follow.
