What Federal Heat Requirements Already Ask of an Ohio Job Site

There is a persistent assumption among contractors in the Midwest that heat enforcement is a southern problem. It is worth walking through what actually applies on an Ohio job site today, because the answer is more specific than most people expect, and because the federal proposal working through rulemaking right now names the exact product category this page is about.
Start with jurisdiction. Private sector employers in Ohio fall under federal OSHA directly. Enforcement comes from federal compliance officers rather than a state agency, which in practice means the same standards and the same interpretations that apply in Texas or Georgia apply on a site in Lorain County. That is a simplifying fact rather than a complicating one. There is one rule book to read.
The operative tool today is the General Duty Clause, Section 5(a)(1) of the Occupational Safety and Health Act. It requires every employer to furnish a workplace free from recognized hazards that are causing or likely to cause death or serious physical harm. Heat has been established as a recognized hazard in that framework, and the General Duty Clause is the standard mechanism OSHA uses for heat cases nationwide while a dedicated rule is still in progress. It does not come with a temperature trigger. It comes with an expectation that a competent employer took reasonable steps.
Layered on top is the Heat National Emphasis Program, CPL 03-00-024. It was renewed in April 2026 and now runs through 2031, and it was expanded to cover 55 high hazard industries. Construction, manufacturing, warehousing and utility work all sit inside that list. The program directs compliance officers to conduct programmed heat focused inspections, frequently unannounced, whenever the National Weather Service has a heat advisory or warning in effect for the area. Ohio gets those advisories most summers. The window is shorter than a Gulf Coast season, and an inspection inside that window carries the same weight.
The proposed rule is the piece worth reading in full. OSHA published its heat injury and illness prevention proposal in the Federal Register on August 30, 2024, as 89 FR 70698. Public comments closed in January 2025, an informal hearing ran through the summer of that year, and the post hearing comment period closed on October 30, 2025. No final rule has issued. Every conversation about it should describe it as proposed, because that is what it is.
What makes it unusual is its specificity. The proposal states that a compliant break area may be air conditioning if it is in an enclosed space such as a trailer, vehicle or structure. Then it draws a comparison in its own text that clears up most of the confusion: a pop up canopy with one open side counts as shade, while a closed trailer with four sides and a roof does not count as shade on its own unless that trailer is air conditioned. That is not a rule against trailers. It distinguishes a conditioned trailer from an unconditioned box, which is a distinction any crew that has opened a metal container in August already understands.
For an Ohio contractor the practical read is straightforward. The enforcement mechanism already in force does not wait for a final rule. The direction of the proposal is unambiguous. And the specific answer OSHA describes for a compliant break area, an air conditioned enclosed space, is something that can be delivered to a site this week rather than budgeted for a future compliance date. Reading the proposal now is planning, not reacting.

Piketon and What a Six Year Buildout Needs on Day One
The largest construction project underway in Ohio is not in any of the state's big metros. It is in Pike County, on cleaned up federal land in the Appalachian southeast, on the site where the Portsmouth Gaseous Diffusion Plant operated for decades. The PORTS-Pike Technology Campus is worth understanding in detail, because the scale of it is genuinely unusual and because it illustrates a logistics problem every large greenfield project has in miniature.
The plan pairs a 10 gigawatt data center development with 9.2 gigawatts of new natural gas generation on the same footprint, with roughly 33 billion dollars in generation infrastructure investment. AEP Ohio is building 4.2 billion dollars of new high voltage transmission across Appalachian Ohio to move the power, structured so that it does not raise rates for existing customers. SB Energy is developing the campus with SoftBank Group, the U.S. Department of Energy holds the land, OpenAI has signed a 20 year lease for capacity, and NVIDIA is supplying the compute infrastructure.
The workforce numbers are the ones to hold onto. The full buildout is described as 35,000 construction jobs and 2,500 permanent operating jobs across a six year program running toward 2032. The opening tranche alone is 10 billion dollars for an 800 megawatt facility, with roughly 4,000 construction jobs and 300 to 400 operational positions. Early civil works have already started, full construction on the first phase began in 2026, and capacity comes online in stages beginning in 2028. SB Energy and OpenAI have jointly committed 80 million dollars to local community priorities.
Pike County is not a large place. Dropping a construction workforce measured in thousands into a rural Appalachian county with a cleaned up industrial site and limited existing services creates a whole category of problems that have nothing to do with engineering. Where do people park. Where do they eat. Where do they go when a February wind comes across an open pad. On a site like this, none of those answers exist until somebody trailers them in.
That is the general lesson, and it applies well beyond Piketon. On a greenfield build, the sequence is earthwork, utilities, foundations, structure, envelope, fit out. The building that will eventually have a break room in it is one of the last things finished, and the crew that needs a break room is there from the first week. The gap between those two moments is often two or three years. It is also the period when the crew is smallest and most exposed, working on open ground with the least infrastructure around them.
The second lesson is about phasing. A campus built in stages does not have a stable site plan. Laydown yards move, haul roads get rerouted, and the area that was the contractor parking lot in year one becomes a building pad in year three. Anything permanent that gets built for crew welfare in the first phase is frequently in the wrong place by the third, which is why relocatable, self contained units keep getting chosen over site built facilities on projects of this length.
The third is power. On a raw site there is no service to connect to, so a unit that can run off a generator until permanent power arrives is not a nice option, it is the only workable one. Our signature trailer takes a 240 volt 50 amp shore cord when there is one and generator power when there is not, which is what lets it be the first thing on the pad rather than something that waits on the electrician.

Winter on an Ohio Job Site, Ohio, counted

Most heat and cold planning for jobsites in this country is written for southern summers. In Ohio that gets the priority backwards. The cold numbers here are stronger than the heat numbers, and a crew working outdoors in this state loses more productive days to January than to July. It is worth putting real figures behind that, because the difference between an inconvenience and a genuine hazard is a matter of duration and exposure, not opinion.
Using the 1991 to 2020 climate normals, Cleveland averages 104.4 days a year with a minimum temperature at or below 32 degrees. Columbus averages 97.7. For comparison within the same data set, Savannah averages 22.3 and Memphis 42.8. Cleveland is at or below freezing on more than one night in three across the entire calendar year. That is not a cold snap. That is a baseline condition for a third of the year.
Then there is lake effect snow, which is a distinctly northeast Ohio phenomenon. The primary snow belt runs across Lake, Geauga, Ashtabula and eastern Cuyahoga counties, driven by westerly and northwest flow picking up moisture over Lake Erie and dumping it as the air rises over higher ground inland. Chardon in Geauga County frequently exceeds 120 inches in a season, and a long term study of the Chardon record put the average seasonal snowfall around 106 inches. Ashtabula averaged roughly 80 inches over a ten year National Weather Service reference period. Cleveland itself averages close to 70 inches a season.
The practical effect on a crew is not primarily about temperature. It is about wet. Snow melts on gear, gloves soak through, and a worker who has been in it for two hours cannot warm back up in an cold space no matter how long the break is. Cold stress compounds the same way heat stress does: it accumulates over a shift, it degrades judgment and fine motor control before anyone notices, and it makes people take shortcuts to get back inside.
Federal OSHA does not have a dedicated cold standard the way the proposed heat rule is being written, but the General Duty Clause covers recognized hazards generally, and cold stress is treated as one in OSHA's own guidance materials. The practical expectation on a well run site is warm break areas, dry clothing, scheduled warm up breaks, and supervision that watches for symptoms. The break area is the piece that makes the rest of it possible, because scheduled warm up breaks do not accomplish anything without somewhere warm to take them.
This is also where the equipment choice actually matters. A shade structure is useless in February. An cold trailer is only marginally better than standing outside, since it blocks wind but does not add heat. What works is a mechanically heated, enclosed, dry space large enough for the crew to get gear off. Our signature 24 foot unit carries a 24,000 BTU mini split that produces heat as well as cooling, plus two 1,500 watt backup heaters for the coldest stretches, and bench seating with power at the seats so people can actually settle in for the length of a break.
The single unit answer is what makes this economical rather than a second line item. A site that starts in April in Ohio is still running in January. Renting a cooling solution for the summer and a heating solution for the winter means two rentals, two mobilizations and two pieces of equipment sitting idle half the year. One trailer that does both stays on site for the length of the job, which is why most Ohio customers stop thinking about it seasonally after the first year.

The Brent Spence Bridge Corridor and Six Million Labor Hours
The largest highway project in Ohio is happening at the southwestern corner of the state, where Interstate 71 and Interstate 75 come together and cross the Ohio River into Kentucky. The Brent Spence Bridge Corridor Project is worth looking at closely, partly because of its size and partly because its labor figures are unusually well published, which makes it a useful reference point for anyone planning site logistics on a long linear job.
The program carries a total price of about 4.4 billion dollars, with construction alone priced at roughly 4.05 billion, split evenly between Ohio and Kentucky. It rebuilds an eight mile stretch of the two interstates through downtown Cincinnati and Covington. The Walsh-Kokosing joint venture is constructing a new double decker companion bridge west of the existing span, using a cable stayed design with independent decks, while the original Brent Spence Bridge is rehabilitated to carry local traffic. Heavy construction started in spring 2026 and the new bridge is scheduled to open in 2031.
The workforce numbers are the ones worth writing down. The project is expected to generate approximately 6 million labor hours and to employ between 700 and 1,000 skilled tradespeople during peak construction, with wages starting around 30 dollars an hour. Six million labor hours is roughly three thousand full time craft years of work. Spread across five construction seasons and a corridor eight miles long, that is a very large number of shift changes, lunch breaks and safety briefings that have to happen somewhere.
Linear jobs create a break space problem that vertical jobs do not. On a building site, the crew converges on one footprint every day and a single well placed facility serves everybody. On a corridor job, the active work zone migrates. Structures get built in sequence, lane closures shift, and the point where the crew is standing this month may be two miles from where it stood last month. A fixed trailer compound placed at the midpoint of the job means a long walk from both ends within a year.
The standard answer, and the one most heavy civil contractors reach for, is to keep the break space mobile and reposition it with the work. A wheeled, self contained unit can be moved with a pickup and a hitch in an afternoon, reconnected to shore power or a generator, and put back in service the same day. Over a five year job that might happen a dozen times, and each time it saves every worker on the crew several minutes twice a day. On a crew of 800, that arithmetic is not trivial.
Cincinnati is also the hottest metro in Ohio by 90 degree day count, averaging around 21 days a year at or above 90 degrees on the National Weather Service Wilmington office's normals. Bridge deck work is exposed on all sides, sits above water and concrete, and offers essentially no natural shade. The federal Heat National Emphasis Program covers construction among its 55 targeted industries and directs programmed inspections when a heat advisory is in effect, which happens most summers in the Ohio valley.
The same corridor sees the other end of the Ohio calendar too. Winter work on a river crossing means wind, wet steel and cold that starts in November and does not really let up until March. A single unit that heats as well as it cools stays useful through both halves of the year, which is the practical reason it tends to stay on a corridor job for the full duration rather than getting rotated out seasonally.
