Why a Savannah Job Site Feels Hotter Than the Thermometer Says

Every experienced superintendent on the Georgia coast already knows what the forecast does not tell them: the number on the truck dashboard is not what the crew is working in. Savannah's normal mid July afternoon carries an air temperature of 90.5 degrees and a heat index of 96.7 degrees, according to NOAA's 1991 to 2020 climate normals for the station at Savannah Hilton Head International Airport. That six degree gap is not a heat wave. It is the average day.
The reason is water. Savannah sits roughly fifteen miles inland on a tidal river system, surrounded by salt marsh on three sides, and that geography holds moisture in the air all summer. The peak daily dew point in July averages 73.1 degrees here, the highest in this part of our coverage area. Dew point decides whether a body can cool itself, because sweat works by evaporating. Above roughly 70 degrees of dew point, the air already carries so much moisture that evaporation slows sharply, which is why a 90 degree day in Phoenix and a 90 degree day in Savannah are two different working conditions.
The seasonal numbers back that up. Savannah records 70.0 days a year at or above 90 degrees plus 1.8 days at or above 100. July alone carries 22.6 of those 90 degree days and August another 18.1. Atlanta, by comparison, records 35.7 days a year at or above 90. The gap between the two Georgia markets is larger than most people who work in both would guess.
The season also runs longer than the standard three month summer plan allows for. A normal Savannah May brings 5.5 days at or above 90 and a normal September brings 6.7, so the practical window is May through September. A site logistics plan that budgets crew cooling for June, July and August is short by about two months of real exposure.
None of that changes the work. Concrete still gets poured, steel still gets set, containers still get moved. What it changes is how long a crew stays productive between breaks and how much good the break actually does. A shaded break in 73 degree dew point air lowers the sun load and little else, so core temperature comes down slowly. Crews go back to work still hot and the second half of the shift produces less than the first.
Conditioned space earns its keep here for two reasons rather than one. It drops the air temperature and it pulls moisture out of the air, and the dehumidification is the part people underrate. A crew sitting in conditioned air at a reasonable humidity level cools down in minutes rather than tens of minutes, which means a thirty minute break resets the crew instead of just moving them into the shade.
There is a second benefit that shows up in the schedule rather than the safety log. When there is somewhere to eat on site, crews stop driving. On a Metaplant corridor site or a distribution shell off I-16, the nearest food can be fifteen minutes away, which turns a thirty minute lunch into an hour of paid travel plus fuel plus trucks moving around a live jobsite. A refrigerator, a microwave and a table on the pad remove that trip.
For national context, the peak July heat index in Savannah runs higher than Richmond, Atlanta, Columbus, Cleveland and Northern Virginia, and several degrees above what Nashville break room trailer rentals contend with at 91.1 degrees. Only Memphis, at 96.1, is close. Plan crew cooling for five months rather than three, size the break area for the peak crew rather than the average crew, and put it close enough that the walk does not eat the break.

Building on the Metaplant Corridor: Crew Space on Sites With Nothing Around Them
Bryan County, Georgia has 52,062 residents. It is also hosting one of the largest industrial construction programs in the American South. That single mismatch explains more about jobsite logistics west of Savannah than any other fact available.
The Hyundai Metaplant America campus near Ellabell covers roughly 2,900 acres and represents a 7.59 billion dollar investment across the plant and its battery joint venture, with at least 8,500 total on site jobs at full build. It began production in the first week of October 2024 with the IONIQ 5 and added Kia Sportage Hybrid production on June 2, 2026. The HL GA battery joint venture beside it is a 4.3 billion dollar, 30 gigawatt hour facility with cell production scheduled. The campus sits 25 to 30 miles west of downtown Savannah and 28 miles from the Port of Savannah.
The plant is only part of the construction story and arguably the smaller part. According to the Savannah Joint Development Authority, as of February 4, 2026 there were 22 announced Metaplant suppliers carrying 7,341 new jobs and more than 2.5 billion dollars in capital investment. Counting plant and suppliers together, the JDA puts the announced total at 10 billion dollars and 15,716 new jobs. Those plants are spread across Bryan, Bulloch, Effingham, Chatham and Laurens counties: Hyundai Mobis in Bryan, AJIN Georgia and Ecoplastic in Bulloch, Sewon America in Effingham, Seoyon E HWA and Daechang Seat in Chatham.
Every one of those is a separate greenfield jobsite, usually on former timber or farm land near an interstate exit, with almost nothing within walking distance. That is the operating condition that defines this corridor. You are not adding onto an existing facility with a break room down the hall. You are building on cleared ground where the nearest air conditioning is your truck.
The population data shows how new all of it is. Bryan County has grown 16.4 percent since 2020, Effingham 14.8 percent and Bulloch 9.2 percent, while Richmond Hill is up 21.4 percent and Pooler 27.9 percent. The Savannah metro grew 8.3 percent since 2020, a faster percentage than metro Atlanta, yet the city of Savannah itself dipped between 2024 and 2025. The growth is out on the corridor, which is exactly where the jobsites are and where supporting infrastructure has not caught up.
Practically, break planning has to be part of the site logistics plan from day one rather than an afterthought once the crew count climbs. On a supplier plant build the headcount peaks during slab, steel and shell, precisely the window when the building offers nothing. No roof deck, no permanent power, no restroom, no conditioned space. The crew that most needs somewhere to cool off is on site when the building can help them least.
The road program tells the same story from another direction. I-16 widening work spans Bryan, Chatham and Effingham counties, Georgia Highway 21 is being widened, and the Effingham Parkway is opening a third north south route between Chatham and Effingham. Corridor work has no fixed address, and a paving operation can travel a mile a month, so any break area that is not towable stops being usable within weeks.
The equipment answer for both cases is the same. A self contained unit, delivered and set up ready to use, on a 240V 50A shore cord or a generator, with a mini split sized for a Savannah July, a refrigerator and microwave so nobody drives for lunch, and desks plus a whiteboard wall so the same box hosts the morning briefing and the weekly owner walk. One planning note for this ground: the corridor is flat, low and often poorly drained, so plan mats, gravel or a compacted pad under any site facility.

Working Inside the Port of Savannah: What Terminal Access Does to Your Break Plan

The Port of Savannah moved 5.67 million TEUs in fiscal year 2026 and handled 483,684 in June 2026 alone, an 18 percent increase year over year. It is the third busiest container gateway in the United States and carries 22.3 percent of East Coast container trade. Those numbers describe a facility that never stops, and that shapes every contractor schedule inside the fence line.
Garden City Terminal runs 1,345 acres with 9,693 contiguous feet of berth, the longest contiguous dock in the country. CSX and Norfolk Southern both operate on terminal, running 42 trains a week, and capacity is heading toward 7.5 million TEUs a year. The Georgia Ports Authority has approved 4.13 billion dollars in infrastructure improvements over the past ten years, with a forward program described as a 5 billion dollar master plan over ten years including five new big ship berths in Savannah.
The live construction right now is the Ocean Terminal conversion: 1.54 billion dollars across 200.4 acres, delivering 2,650 feet of berth after Phases I and II, 2 million TEUs of annual capacity and eight new ship to shore cranes, plus a 29 million dollar truck overpass onto US 17 and I-16. Container yard completion is scheduled in the first half of 2027 and the second half of 2028, and the project was reported 55 percent complete as of June 2026.
Here is what makes port work different from every other kind of construction from a break planning standpoint. On a normal commercial site, a crew that needs somewhere to sit can walk to the trailer, the truck or a nearby building. Inside a marine terminal none of that is available. Secure areas and controlled gates make leaving a process rather than a walk, live container handling restricts pedestrian routes, and gate queues at shift change can consume twenty minutes in each direction. A crew on a berth or a yard slab is effectively on an island for the whole shift.
Contractors handle that in one of three ways. They absorb the lost time and build it into the schedule, which quietly erodes productivity all season. They try to negotiate use of terminal facilities, which rarely works because those facilities are sized and secured for terminal operations rather than a contractor's peak crew. Or they bring their own conditioned space onto their own laydown footprint, which is what the experienced crews do.
The equipment requirement for that third option is specific. It has to be genuinely self contained, because a building tie in inside a terminal means a new utility request and a new approval. It has to run off a shore cord or a generator, fit a constrained laydown area, and hold up in a marine environment. And it should carry cold storage and a microwave, because the alternative to eating on site is the gate queue.
Connectivity catches people out here too. Cellular coverage around the terminals and out over the marsh is inconsistent, and a site team running daily reports, inspection video calls and plan reviews cannot depend on a phone hotspot. Satellite connectivity built into the unit removes that variable.
The port work is not slowing down. Beyond Ocean Terminal there is the Mason Mega Rail facility at 85 acres, described as the largest port rail terminal in North America, Garden City Terminal West at 90 acres adding another million TEUs, and the 130 million dollar Brampton Road Connector building four lanes into Garden City Terminal Gate 3. If you are bidding terminal work in Savannah, price the break area as site logistics rather than as an amenity.

Hurricane Season and Heat Season Land on Top of Each Other in Chatham County
Atlantic hurricane season runs June 1 through November 30. Savannah's heat season, measured by days at or above 90 degrees, runs May through September. The two overlap almost entirely, so the same months that produce the region's toughest working conditions also carry its highest probability of a storm mobilization. Coastal Georgia contractors and emergency managers plan for both at once, because they arrive together.
Chatham Emergency Management Agency organizes the county into three evacuation zones, A, B and C, with an interactive lookup so any address can be checked directly. Zone A covers ground east of the Truman Parkway out to the Vernon River and Zone B covers ground west of the Truman Parkway and east of I-95. CEMA designates Enmarket Arena as the county's Evacuation Assembly Area, replacing the Savannah Civic Center, with Chatham Area Transit running free buses there for registration and transport to inland shelters.
Read that structure from an operations standpoint rather than a resident standpoint and it tells you something useful. The county has a well planned way to move people out and a much thinner set of options for the people who come back in first. Restoration is the hard part. Crews arriving after a storm work in a service area with no power, no fuel, few open businesses and often standing water. Everything a normal workday takes for granted arrives on a truck.
That is the requirement a staged crew room answers. Air conditioning matters, because storm response frequently happens in September heat with no working building nearby. Cold storage matters, because feeding a crew from a cooler for two weeks does not work. Seating, a table and power at the seats matter, because restoration is driven by briefings, assignments and paperwork that have to happen somewhere. Connectivity matters more than usual, because cellular networks are often what is broken.
Utility and restoration crews are only part of the picture. Municipal public works, debris removal contractors, insurance catastrophe teams, tree crews and general contractors doing structural repair all arrive into the same conditions, and several of them stage in the same yards. Demand for temporary conditioned space in a coastal county after a storm is immediate and short notice by definition, because nobody books it in advance.

The planning advice for coastal Georgia site teams is straightforward. If you have crews working during hurricane season, know in advance where a staging unit would go, what power will be available at that spot, and who makes the call to order it. That decision is much easier in May than on the third day after landfall, when every phone in the county is ringing at once.
